Strawman
There is in all likelihood in your closet a old, damaged and old pair of jeans and shirt. You may even discover an old straw hat. From that basic outfit, glue few straw around the cuffs of the shirt and pants. When it's done, you'll focus your effort into finishing off the overall look.
Animal
Bright colors may be great for animal Halloween homemade costumes along with a tail, ears, mittens and some face paint. Costume stores have accessories such as faces, tails, noses and ears available to supply these features to your elementary costume. For instance, dots painted with black fabric paint on brown suits could be the base of a Scooby-Doo costume.
Princess
Start the costume with a lovely dress. Supply a huge number of sparkling false jewels like necklace, brooch, rings and maybe a sceptre, and giving good care to make up, will give her a gorgeous princess image. Silver foil and sticky brilliant false gems and beads are inexpensive means of creating exaggerated jewelry.
Mad scientist

Raggedy Ann is also an easy costume, though many kids nowadays may not get it, so you might as well go as any rag doll. Use some yarn to make a wig, or just tie some yarn into your hair, sew some old clothes together in random patterns to make a ragdoll body, and paint on some exaggerated eyelashes and rosy cheeks.
A friend of mine also went as a headache, which I thought was cute. She took a black dress, covered in it squares of different colors fabric to create a chaotic pattern, and added some lightening bolts painted on her face. It took some explanation, but it was funny.
You could also go as yourself as a kid. The kids might get a kick of how you would have dressed at their age :)

Use a large plastic garbage bag. Turn it upside down and cut the head and arm holes. Do the head hole first. Then have someone mark where the arms should be cut while it is on you.
Then fill the bag with crunched up newspaper or magazine pages to give it body.
Buy a roll of caution tape and glue it to the outside of the plastic bag in stripes.
Get a cheap headband or use one you have and attach foil to the top for the two antennae or buy one of those inexpensive headbands with two bobble balls on the antennae.
You can add a fresh or fake flower for a special touch.

Use baggy pajamas or flannel pajamas if you have them and buy an inexpensive red nose. They do not cost much.

Make the ears with a headband and two triangles of stiffer fabric like felt and make the ears on top of the headband by gluing them in place with white craft glue or school glue, Aleene's or Elmer's for example, or use a hot glue gun if you have one.
Use black eyeliner and mascara to make exotic eyes and to draw the cat's whiskers on your cheeks.
Wear a black shirt if you have it or a black-tshirt turned inside out if it has a logo on it and dark pants or jeans.
Make the tail with long black yarn braided or a piece of fake black fur from the fabric store.(Buy a piece a couple inches wide but long enough for a tail. They can cut a thin piece for you.) You can safety pin it on the back of your pants.
For a funny touch get a rubber rat or mouse or a cute small stuffed one to carry with you, ask the kids if they would like to meet your pet and tell the kids, "This is Cheeser", or whatever name you pick.
