I need a rec for a booster seat w/ a back. Latch or no latch? What do you recommend? Both boys are over 40 lbs.

I'm not sure what you mean when you ask about latch or no latch with regard to a booster. Boosters do not latch into your car and are instead used with the car's seat belt.
A booster serves to raise an older child who has outgrown a child safety seat with harness so that the child is at the proper height for the correct use of a seat belt.
A child safety seat should be used as long as possible, but at the very least until the child is 4 y.o. and 40 pounds per the NHTSA (in fact, my 5 y.o. who weighs 41 pounds and is 45" tall is still in a harness seat that is latched into my car).
