I need a free / low cost web app to allow me to write a book online and solicit comments from a controlled group of users. Recommendations?
Separate topics with commas, or by pressing return. Use the delete or backspace key to edit or remove existing topics.

Have you tried Google Docs? It allows you to create text documents as well as spreadsheets, presentations, and forms. You can share folders with select people for collaboration and sharing. The price is free.
