In that case I'd look at mbed: http://mbed.org/
It looks like getting an HTTP server up and running is simple (http://mbed.org/cookbook/HTTP-Server), and adding digital IO to that should be easy.
I guess that could work depending on the dificulty of getting the server side softgware. I guess I ment more of a pic hardware solution with the page embedded but can still send serial ios without having a company involved to host the web page
