I looking for a htpc case under $100 or $150 with power supply? any suggestions.

There are quite a few available for under $150 but I think you need more information for more specific results (what product is this for, what type of power, etc)

If you are going to make a HTPC you could save a lot of hassle buy getting an Asus Eee Box. Lightweight,low power, Linux instant on OS and comes in a variety of specs.

I have an eee pc does fine at 720p but skips on 1080p content.
