@emmylou's recommendations are good, but they will not taste as good as the ones in L.A. Sometimes it's good to give in to the latino flavors that are available in the city you happen to be in.
Your friend will most likely find the best Cuban food in NY. Even when I traveled within Mexico... the tastes and sauces changed from each city I visited. A decent Cuban Bistro is Agozar! Here is a link for your friend. http://www.agozarnyc.com/
