1. I would start with creating a group on Facebook -- if your fans/past attendees are familiar with your concert promotion group name -- than use that name. Make sure that you include a description of your group that uses keywords that will make it easy for new fans to find you.
2. Add events and link them to your group. Include pics from past events and invite members to post their own photos. Add interesting links on your group's Wall.
3. Regularly send out messages (but don't spam people to death) to your group members to update them on latest happenings and other news. I would say don't do this more than once a week (otherwise it gets annoying).
4. Make sure to cross promote your Facebook page with your other marketing efforts. Include your Facebook address on news releases, promotional materials, etc.
