If I understand your question correctly, all you have to do is change a line in a single file.
On the machine you are booting, open the winnt.sif file with a text editor, notepad is fine. You should see a line that says setup data right below that bootdevice and below that bootpath. The bootpath line is the one you need to change, just place the correct path in that line, save the file and you should be golden.

Not fully understanding my question, or I improperly phrased. What I want to do is have the SERVER contain all network card drivers for machines on the block. So I can PXE boot and install XP SP3 (we have over 500 machines to maintain, no local work will be occurring) It is a sif file, just not sure how to alter, or structure of $oem$ directory on server 2003.
