Copy it onto a flash drive and then install it on the target XP system.
But I would recommend using Windows Update from that windows XP system, because the update client scans the system and downloads only the required; so the download size may vary.
Please note that XP SP3 is not for Vista. For Vista, please use the Windows Update client.

It may cause some problems, as far as I know, Microsoft has only released two Service packs for Windows vista.
They are SP1 and SP2
