I'm no fashion expert but from what I have seen on TV, in magazines and on the streets, knee high boots need to be seen. You have to show them off. If you are wearing above the knee boots, then I would go for a dress or skirt that stops above the boot allowing some skin/thigh to show. I would stay away from floor length skirts/dresses and also mini skirts. Mini skirts are hard to get away with at a certain age. Try on a skirt or dress that is straight and narrow at the hem but if you find it too restricting, try one that has just a very slight ruffle to it at the hem. If your boots stop just below the knee, I would suggest a skirt/dress that stops at the top of the boot and does not reveal any skin. Whatever the color the boot, try to stay away from patterns regarding your skirt, dress and also your stockings. Go sleek with a black, dark brown or dark navy skirt/dress/stockings. Let the boots do the walking.
P.S. Ever thought of wearing a pair of jeans? Now that is also very stylish. Just make sure to tuck them in unless the boots have killer heels then no need to tuck.

Ashtenmeadows makes great points indeed. I would also opt for jeans but your question mentioned dress/skirt so I just assumed. A cute pair of jeans would be very nice and would keep you warmer for sure.
Remember if you're going to tuck jeans into your boots, you'll want jeans with skinny legs to avoid the "ballooning" effect. As for the fold down cuff, if the boots have a tendency to slip down off the thigh just a little from the weight of the cuff, that's OK, this gives them a more relaxed, slouchy appearance.
Ever think of wearing a scarf with your outfit? Not only will it keep you warm, it will accessorize your outfit as well.
