I am confused.Why is it legal to watch TV while you are driving, but illegal to talk on your cell?

There has not been enough deaths caused by a driver watching a TV, but lots from a Cell phone.
Generally vehicles have the TV placed for a passenger, not the driver. If a driver was caughter watching a TV while driving, it would be Reckless Driving, but they wont make it ilegal untill it becomes a major issue, which it is not because they are set up for passengers.
