If you plan on getting very drunk, I'd say best decision.
But really, worst decision. I think it's like the bullies of high school, or nightmares. If you stop paying attention to them, they go away. By putting money into his pocket he's learning what he does makes sense.
It's a lot like Howard Stern - people that liked him listened because they never knew what he'd say next.
People that hated him listened because they never knew what he'd say next.
Howard Stern just acted up and cashed in.
