This question was first posed by the Tootsie Roll company in 1970. There have been at least three scientific studies done to determine an answer.

Purdue University found that it took an average of 252 human licks and students at Swarthmore Junior High School found that it took 144 human licks. Both Purdue University and the University of Michigan also used machines to simulate human licking and found that the number of licks was 364 and 411 respectively.

Based on the wide range of answers, it is not certain exactly how many licks it takes to get to the center of a Tootsie Roll Pop.
