Maybe not hypnosis, but it is very possible to make someone 'act drunk' with a placebo, while acting less drunk or not at all if they're given an alcoholic drink and told it's non-alcoholic. Studies have shown that drunkenness is partly a self-induced illusion as a result.

I have seen several programs about experiments showing groups of people setting around drinking. and they all get drunk and silly. After a couple of hours they are all lied up and told who got the alcohol and who got the placebo. It is really interesting to watch.

Although I don't know if hypnosis would work, I know some Native Americans chose a tree and hung themselves for a while from the feet to get "drunk". Reducing the amount of oxygen that gets to the brain (just what happens if you hang yourself upside down) works fine, so chocking yourself a little might do the "trick". Of course, both practices are a lot worse than drinking.
