The Dr.s simply prescribed legal prescriptions for her, which she then abused.
At some point people must be responsible for their own health and follow the prescribed dosage. They must use common sense and restraint.
However, if the physician knows that the patient will abuse the prescription, they should not prescribe it. It is a matter of ethics. Not just selling the drugs and placating the patient.

I think you are right to bring up responsibility, on both the part of the patient and on the part of the doctor. There's a lot that's wrong with our health care system, and the people who game it--drug users and the doctors who enable them--are part of the problem. Not all the problem..
