Add that with stray and hungry dogs and it may be a reasonable explanation of why your bumper is so appetizing to them.

M$It may be the smell of the bumper that attracts the dogs.

M$Any chance there had been some nice smelling garbage bags up against your car briefly? I park on the street in NYC and sometimes on pickup days garbage bags end up either slightly against your car or drip slightly on your car as they're thrown to the truck. Probably unlikely but I thought worth a mention.

M$Not as severe as yours. Good luck! That's quite the mystery, and I'm surprised it's "common."

I figured out that there are two cases that this can happen. One is what you describe and this happened to my cases since the car had a small scratch on the bumper so the dogs could smell the plastic. Actually the bites started from there and then continued to the rest of the bumper as it seems. The other case I have heard is that a cat might get inside / under the hood and the dogs start biting the car until they find it. I also posted this to a forum for cars in Greece and got in contact with another 6 people who had the same experience!! Unbelievable!!!! The car is a BMW 116i and the cost for the fix was about 1000 euros.
