M$Don't worry, people in Nevada don't shoot each other over compliments. I will say that the people of Canada were extremely friendly while some of their countrymen were stealing 15 orchestra instruments form High school students touring Toronto. Our High School orchestra has traveled the world and never been victims of theft until they went to Canada. We've never had an orchestra shooting either, even though we are quite free with our compliments and probably have a high percentage of gun owners.

M$Most of the time they seem to be trying to get you to buy something or sign up for some service. I usually just say hello but keep walking so that they don't have enough time to ask me to sign up for whatever it is they are promoting.
Nothing is free anymore these days, including compliments. It is sad but so very true.

Now, with that said, my heart is not made of ice. I actually do like to give compliments to strangers now and then. And when I've received random compliments in the past, they almost always make my day!
But the issue is that I don't think a lot of people have a warm smooshy cookie dough filled heart like I do. Too many cynics. And while I really value some things about being cynical (see my answer about the stripper doll and slutty unicorns), it's nice to think that sometimes good things and kind words happen just because. Just. Because.
So I'd crush those A. thoughts and B. thoughts right out of my head, give the guy a smile and say a warm and honest, "thank you".
