The thing that worked the best was to take away what he had taken from his victims: Their peace of mind. In our son's case, the thing that got taken from him was his ability to make choices. When he bullied others, he lost the ability to chose (depending on the level of the infraction) his choice of what to eat, what to read, how to spend his time. As he grew to realize the effects of what he did, the bullying lessened. I won't say that he ever really got to the point where he didn't bully anyone, but he did get to the point where it only happened when his lack of impulse control got the better of him.
