It's a moot question because the issue of secession was settled about 150 years ago in the US. It was decided, through force of arms, that once a state joins the Union, there's no mechanism by which it may unilaterally secede.
I've heard references to some "understanding" that Texas engineered upon its admission to the Union, to the effect that if it didn't like the arrangement, it could back out, but the legal consensus is that that agreement has no standing and cannot be exercised.
