How would I make a port into which a male SAE/JIC 37 degree flare fitting would connect?

When making a manifold, I'd like to attach a fitting that has a SAE/JIC 37 degree male flare end. Assuming I have an end mill, what other tools/bits do I need? Where can I get these tools/bits?

Most carbide grinding shops can make a port cutting tool to cut the flange at the bottom of the hole. Then you need a bottoming tap.

show the threads standards for the tap you will need.

Unfortunately I could not find an appropriate tool actually for sale, but here is some more info that may be helpful.

Assuming you have a mill:

The ideal tool would be an SAE J516 (or JIC/AN) Port Contour Cutter of the correct series. Also known as a Port Counterbore. Machines the cone and minor thread diameter in one step. It looks like this, only the below is for SAE J514:

A small enough indexable counterbore tool would work, too, for just the (74 degree included angle) cone section. You would need to bore the minor diameter separately, then thread with blind tap. The only indexable counterbore tools I found were .750 and 1.000 shank, and way to big to fit into common size fittings.

I'm sure somebody makes this tooling, but I gave up buying online after an hour. Tried Thomas Register, Parker Catalog, several cutting tool places, but no luck. Sorry.

First off, if you are making a manifold I would recommend using a Jic to o-ring boss fitting, picture attached, in my experience they seal better on manifolds. As for tools, you will need a porting tool, a drill bit, and a tap that is the appropriate size for your fitting. You can get the tools through MSC. link attached, or many other tool suppliers. I also attached a link to a fitting size chart. I hope this helps, I am a mechanical engineer and I deal with this stuff every day, good luck on your project.

Due to the fluid that we're using, we're trying to stay away from o-rings. I, too, am a mechanical engineer, but I rarely have to deal with fluid transfer... hence my question.
