The main thrust of the stimulus package is infrastructure and tax cuts. So you will benefit directly from the tax cuts, but if you don't own an infrastructure company or some kind of energy efficiency company, you won't get anything from that side of the bill.
The legislation does include tax benefits if you hire a veteran, so if you do decide to take on an employee, that's something you can do.
But in general, for self employed workers there's not a lot in here. The purpose of the legislation is job creation, so if you're not planning on getting a construction job or hiring somebody else, you won't get many benefits outside of the tax cuts as well as all the secondary benefits of an improved economy.
