How was Locutus of Borg suppose to help with assimilation of the federation?

For starters, after they assimilated Picard, lifeform assimilation became easier for them.
They essentially use Locutus as a bridge for the Borg to easy the assimilation of the Federation into the collective...which didn't work out too well. Locutus was also very familiar with Starfleet, the Federation technology, tactics, and even his own command, so he was able to adjust the Borg's own tactics to counter the Federation at the battle of Wolf 359.
