I believe a problem like this is caused by humidity. I found this site that you can check out for cleaning and protecting solutions that you can apply to a vinyl case. http://hubpages.com/hub/Tile-adhesive-Choosing-the-right-adhesive-to-avoid-a-sticky-situation.

Why is my Bushnell binocular case turning sticky?
I have a Bushnell Powerview binocular. Recently, the rubber casing turned really sticky. It was in its packet and bag provided by Bushnell. But now it's sticky. You can see the shiny sticky sides on the casing of my bino. Thanks!

You know those silica gel packs you get in shoe boxes or in the pockets or sweaters? If you have any, throw them in the case. It will help!
