Volunteering is a great way to get to know Israel. There are many free or nearly free possibilities, depending on your skills and interests.
The classic way is to volunteer to work on a kibbutz or collective farming community. Kibbutzim accept volunteers between the ages of 18 and 35 who want to live and work on a kibbutz for 2 to 6 months. It isn't completely free: registering, including health insurance and the necessary visa, costs about $500. Once you are on the kibbutz you work in exchange for room and board and a small amount of pocket money.
Go to http://www.kibbutzprogramcenter.org/node/19 for more information.
You can also go to http://www.serveyourworld.com/articles/140/1/Volunteer-in-Israel for information on several programs, both for Jewish and non-Jewish volunteers.
http://www.cfijerusalem.net/index.php?id=2.3 is the website for Christian Friends of Israel. an organization that accepts many volunteers for projects in Israel.
http://www.goeco.org/israel has some very interesting ecological and humanitarian volunteer projects in Israel. It isn't free, however, but is fairly low-cost and definitely worth looking into.
Hope this helps!
