The reason it is free for me is because there is no curbside delivery for my house. Since curbside delivery is normally free (as far as I know), if you do not get such a delivery, they must provide you a free PO Box at the local office. In order to open the box as free, I had to show proof of residency. Since there was no mail and my deed does not have the physical address, I had to use my loan approval paperwork.
The USPS website describes this kind of delivery "Central Point Delivery". It just so happens that in many of the communities around me, the Central Point is the Post Office.

M$I've heard of some very small post offices that don't provide service to homes that are nearby and they're required to pick up their mail at the post office. It could be that the post office provides a box for free in those instances.
