Incentivise. And nothing the like the extremely bleak outlook of the current employment market to make incentives all that much more effective. Some ideas politicians and big business have bandied about... Community service for college tuition. Put in 100 hours helping out with a local charity or public works department and get all or part of your college tuition paid for. After college go to work in an underserved, economically depressed region and get your college loans forgiven. Government grants for innovation in green technology. Tax breaks and attractive loans for entrepreneurship of any kind straight out of college. I guess I should have asked if you were talking about motivation on a large, world-citizenship type scale, or just motivating them to log off facebook and get out of the house.
