To apply for a Google adsense account, simply go to http://adsense.google.com and fill the form. It might take about a week or more before you get accepted. When have been accepted, you will be provided with an html code that you can copy and paste into your website or blog. M$After getting your blog started and writing your content, go to Google and make an account if you haven't already done so. This can be done through Blogger if you are using that route for your blog. Once you make that account, apply for Google Adsense. Once you are approved, you will receive an account. Through this account you will get a publisher id number and other options for placing ads on your content. Some site allow you to use simply that number, while others require you do the placement with codes yourself. It's not hard to do. Please be advised that it can take from 1 week to 6 weeks to be approved. So, in order to make money you will want to get that started right away.
Now once you have your content and your ads up, when people go to your content, they will see the ads.
