An electromagnetic skin that is controlled by a computer. Basically it would be thousands of small magnetic tiles hard wired to a computer that controls the polarity. Each tile would be insulated from the surrounding tiles so they won't blow the skin apart. Tiles would have varying degrees of strength of polarity and also the ability to be neutral.
The computer would sense the magnets being naturally "drawn" to the natural magnetic fields throughout the universe and it would instruct a portion of the skin to attract itself in the direction it wanted to go and repel itself in the opposite direction (or in the case of iron deposits, go neutral and a propulsion engine would move the device out of that sphere of influence).
When a magnetic state of balance was achieved, that would be a state of anti-gravity.
I don't profess to be a physicist by any stretch of the imagination...I can just stretch my imagination. :-)

Unfortunately this idea doesn't work. Here on the surface of the Earth, the "natural magnetic fields throughout the universe" amounts to a relatively weak northern polarity, nothing more. Your idea of a skin of independent magnets is creative, but there is not nearly enough ambient magnetic energy to repel against in any direction. Even the Earth's iron core is more than 2000 miles away (straight down) but its influence (our planet's magnetic field) is already expressed in the aforementioned northern polarity.
