Not sure how its broken. ActiveX is deeply intergrated into Windows and its system level utiliies. That's why sometimes ActiveX is exploited by websites and runs controls never intended to be enabled by the Web. I'd imagine that IE routinely updates some of the ActiveX controls along with SPs(Service Packs). If your having trouble getting one running I'd start there with Internet Explorer (upgrade) and maybe install a service packs. If your still running into trouble I'd check your security settings in IE and your AV or firewall, adware blockers.
