I found that @zeke87 over on Youtube has a great video for the make-up... on the cheap.
Here is the list of things needed that he picked up from the local 'Wally-World'. I'm sure you can find these items over in the UK at any big discount or similar store.
Make-up List:
Palmer Face Paint
NYC lipstick - Candy Apple Red
WetnWild Mega Liner Liquid Eyeliner - Jet Black
Rimmel London Eyeshadow - Black/Grey/Silver/Light grey
NYC Brow/Eye Liner Pencil - Jet Black
Once you have the make-up done... the clothes will be a cinch.
I would start scouring 2nd hand stores for the clothes. I know it's probably hard to find a purple trench coat, but a dark green one would work too. Also, if you look at his bluish shirt... it looks very polyester and 70's or 80's. Try to find a similar shirt and just make sure the vest and tie match in color. I know it's hard to be exact regarding color on a budget, but you'd be surprised what you can find at a thrift store.

If you get frustrated on the clothes part... you might be able to find a costume shop that would have an outfit, but the cheapest I could find one, is hovering somewhere around $43 (more than double your budget).

So, time to get creative with the used clothes on the rack. I wish I was over there, I'd take you shopping and use my eye in finding some cool deals for you. If you feel awkward with doing the make-up part... do you have a close (girl)friend who can help you out? It always pays to have someone close by to make sure you stay on track with the application of paint and glop on the face since you're not used to doing it... so don't get discouraged!

M$For the hair you can either get your hair dyed or you can buy those spray cans and spray it green.
You can take any tie you have a wear that.
You can wear a green vest by buying it online, Sites like ebay and kijiji will sell vests very cheap. You can also buy a white coat and make it purple by dying it.

Yes, I realised that the costume was much higher than my budget - so I've got a cheap waistcoat and shirt. Just going to sort the makeup and hair out with your suggestions thanks.
