M$The images shown in the question aren't even that great, it's the look that carries the shot. So I'd say the first step to getting great pictures is to find a great photographer. No experience on your part is required (the picture I linked above was his first time modeling) but if you're the type of person whose face goes blank or you suddenly look like Zoolander in all your pictures, you'll need to work on expressions, poses, looks, etc.
While a good photographer can help you a little, if you actually want to get paid to BE a model you'll need those skills first. Most modeling schools are a ripoff because they aren't hiring you, you're paying them and there's no guarantee you'll get seen or hired by an agency.
Getting pictures for your portfolio, while fun, will just be taken over again by the agency photographer anyway so don't waste money on a "professional portfolio" unless you simply want the images for yourself whether you get hired or not.
If you don't fit the stereotype (5'8", size 7 shoe, under 120lbs) all is not lost, you just won't find yourself on the cover of Vogue, Sports Illustrated Swimsuit Edition or Victoria's Secret catalog. But there are plenty of alternative modeling opportunities, television, movies, local artists, galleries, designers - they all need willing faces.
Whether you get paid to model or not, you must be able to read and understand a release contract. You must be able to take instruction and critique easily, you must be able to make and keep appointments and realize that modeling is a job just like flipping burgers. If you can't do it, you'll be replaced with someone who can.
The best models are the ones that show up. Out of the ones that show up the best models are the ones that are fresh (not hung over from the night before), eager (not complaining all the time to anyone who'll listen) and fun for the camera (the set isn't a dating service, it's time to work).
A model with a degree is small business administration will go much further than a girl that depends on her looks alone. Looks fade. The smart ones transform themselves into viable financial powerhouses even after they're past their prime.
Once you've mastered yourself, all that remains is to "be seen". That means going places, shaking hands, getting representation so you can pass out a comp card with contact information on it. Be natural, assume at all times you're being photographed (no getting out of a car with no underwear on or getting trash drunk in public) and act like a supermodel. Attitude can get you places that your looks alone can't.
All the experience in the world won't help you rise to the top if you don't stand out in a crowd. If you're a natural and you're seen, they'll sign you on the spot.
