Seriously, I would join and/or attend some local independent filmmaking or videofilmmaking association events/screenings/workshops and volunteer to help out on any available films if no paid work is available long before you apply for or attend a film school - to learn, find out if you like it, some people find opportunities to become an apprentice or assistant and maybe you don't need to go to film school or maybe it is not what you had thought it was and would rather do something else or some other filmmaking function - also locial colleges/universities/high schools/community learning sources may have workshops, courses etc. hope something helps.
