The buzz I've been hearing is that Fox doesn't really want Watchmen. What they want is the right to release the Adam West Batman TV series on DVD. At the moment, they can't do it—they own the rights to the shows, but are blocked because Warner owns DC, which has the trademarks to the characters in the shows locked down.
Buzz is, Fox wants Watchmen as a bargaining chip to be traded for those lucrative Batman TV series DVD rights. (Though there is also a countervailing argument that Warner is not the only thing holding Fox up.) Which means that if Warner and Fox can broker an agreement, it's a win-win scenario for the fans.
