Where in Southern California? The February numbers aren't available yet, but according to California Data Exchange Center - Department of Water Resources, in January 2010, Oxnard received 6.01 inches of precipitation and The Los Angeles Civic Center received 4.94 inches of precipitation. Further south, in San Diego county, Cuyamaca dam measured 10.06 inches of precipitation and the Oceanside Marina reported 4.10 inches. Where I cite my sources, there is a pretty neat precipitation map for Los Angeles County. Hope this helps answer your question.
