How much money was spent on global warming research between 2000 and 2009?

According to the study "Climate Money" by Joanne Nova, it revealed that the US Government alone spent more than $79 billion since 1989 on climate change science and technology research, administration, propaganda campaigns, foreign aid, and tax breaks. Now, we can cut that figure in half (it is probably a little bit more) and then we will get the spent portion for the 2000 and 2009 period. By looking at the chart, we can figure a number close to US$ 50 billion because the graph steady rose since 1989.
In 2000, Daniel Sarewitz pointed out that the US federal government spent $1.8 billion annually on the U.S. Global Climate Change Research Program. That is only one initiative, in one country, in one year....
