How much is an individual entrance permit for Florida's Sebastian Inlet State Park?

From what I understand from interpreting this information, it is $1.00 for a hiker(pedestrian), or bicyclist to enter into SISP. I just want to make sure I'm reading this right. At any rate I could not get a hold of any Park Officials by phone, so if think you know either by reading from the site below, or first hand, what are the rates, and why would you need to pay any "admission fee" when you already hold an entrance permit?

Admission Fees - $5.00 per vehicle for up to 8 people; $3.00 for a single occupancy vehicle or motorcycle.
Pedestrians, Bicyclists, Extra Passengers, Passengers In Vehicles With Holder of Annual Individual Entrance Permit - Admission Fee $1.00

From reading the link, it would look as if the entrance permit is the same as the admission fee. You did not say how or if you got the entrance permit. Can you elaborate on this? Looks like a $1 to me.
