As a general rule, fast growing plants in bright conditions require more food than slow growing plants in heavy shade.
Also, plants that produce fruit require more fertilizer as they flower and grow than other plants that don't produce fruit.
Trees planted in lawns require food before summer because the lawn surrounding the tree will take all the nutrients. Flowering plants require fertilizer before the buds fully form.

Slow release fertilizer is best to use all year round and is great for plants that are hard to tell if they need food. If a plant looks healthy it requires less, and uses less.
A good slow release fertilizer will have recommended doses and times on the label - if you follow those instructions you should be fine. A slow release fertilizer is less likely to burn your plants in case you use too much !
I recommend something like Osmocote but I don't know which area you live so try the local hardware, grab a bag of slow release and spread it around the plants as they suggest and see how you go.

For organic type of fertilizer use cow manure - not as strong as chicken manure so it wont burn the plants and it doesn't smell as bad as chicken manure. You just spread handfuls it around the base of your plants and water in - wonderful stuff!
