After much searching, I found this thread on GameSpot that lists the conditions to unlock all the different areas. It says
Buoy Base Galaxy......................................30 Stars
A post further down says, "Indeed, it is necessary to have Beach Bowl Galaxy Star #1 along with the 30 Stars."
