Well, apart from Judy Garland? Probably about 50 different artists - even Ritchie Blackmore does a version.
How about Django Reinhart, The Dimensions, Tommy Emmanuel, Sam Harris, Rufus Wainwright, Barbra Streisand, Patti LaBelle, Ella Fitzgerald and dozens of others.
Incidentally, the title is "Over the Rainbow", not "Somewhere..."
Eva Cassidy does a lovely version and it's on Shayne Ward's first album.
yeah and also Chris Impelliteri and Yngwie Malmsteen do great guitar cuts
