You can only have three lawfully at one time, meaning you, Dogmeat, and another friend character. There are exploits to get up to ten according to the Fallout 3 wiki linked below.
The friend characters include Fawkes the Mutant, the Sergeant RL-3 robot, Butch DeLoria, Charon, Clover, Jericho, and Star Paladin Cross.

where and how do u get them? And who is the most powerful out of them?
The link I added will tell you better than I know personally, and I don't know how powerful they all are (maybe Fawkes), but here's how to get them:
<VERY MINOR SPOILERS BELOW>
1. Fawkes - Finding the Garden of Eden quest, just release him and let him help you retrieve the G.E.C.K.
2. Butch - If you have a neutral karma value, you can find him and take him with you from Rivet City.
3. Charon - no karma requirement, bought from Azrukhal in the Hired Help mission.
4. Clover - evil karma, buy her from Eulogy Jones in Paradise Falls.
5. Dogmeat - no karma requirement, in the scrapyard below Minefield.
6. Jericho - evil karma, 1000 caps paid to him in Megaton.
7. Sergeant RL-3 - neutral karma, 1000 caps to Tinker Joe outside of RobCo Factory
8. Star Paladin Cross - Good karma, joins you after The Waters of Life quest if you talk to her.
