If you can, you should spread it out over time and be careful who you add. I did 'batchfollow' meaning that I would take some time every few days, check all new followers if they are somethign I would like to follow and then add them. Obviously this behaviour led to my imposed "you dont get to follow a lot of people anymore".
As a result, I have added such information to my profile on the left:

Reason: People see this information and are not as miffed that you cannot follow back even if you want to.
In regard to your other question: It was easy to get to 1K followers before, but not anymore - and by the way you may want to do it, you will land on the spammers index very fast.
