How many more songs can I store on my iPhone 4 than I had on my iPhone 3G?

If I am eligible for a phone upgrade with ATT and I have the iPhone 3G, can I get an iPhone 3GS? How much is ATT going to charge me to upgrade from the Iphone 3G to the iPhone 4?
