I actually did this once as a child and, I kid you not, it took exactly 666 licks. I didn't at any point just put it in my mouth and leave it, so I'm sure it took more than it could have.

I am sure it is determined by convection, tongue size, moistness, suction, temperature, and technique. Obviously, an owl can do it in three, but you have to have noticed he didn't exactly lick it - he consumed it like some sort of wild-eyed lunatic. For the sake of science, I tried to count once; after my mouth was sore, dry, and swollen shut, it took around 892 (+/- 10 - was starting to nod off).

Being the absurd person I am, I have actually attempted this on several occasions. I have done the licking and must admit I have stopped after 100 licks. However, I prefer nibbling and really once you get to the Tootsie roll part you can't continue licking, you have to chew and therefore it's really a trick question.

According to Tootsie.com
"Estimates from children seem to run from a low of 100 licks to a high of 5,800 licks, with most of them ranging from 600-800 licks."

According to the findings of the highly scientific "licking machine" devised by students at Perdue University, it takes on average 252 licks to get to the center of a Tootsie pop.

You could ask the owl but then you would have no tootsie roll pop! The commercial needed to be posted.

Wait, no, that's how many minutes are in a year.

Well, it could still be right. But who could ever find out? I always just bite.
