A twin turbo in itself is a modification. Hennessey Performance Engineering created a Viper Twin Turbo that has 1100 bhp, which translates into about 984 hp at the wheels (what you would register on a dynamometer.) This car is street legal in every state save California.
Although there are many links to 2000 hp twin turbo viper, I do not see any valid ones that can substantiate such a thing is possible. F1 racecars produce 800-1000 hp. While it is theoretically possible, it would almost certainly not be street legal.
