If I were you, I would make just a few more than the number of people expected. If you have an office of 25 people, I would bring 30 cupcakes just in case they become the hit of the party.
As long as they are tasty and easy to decorate, you won't be pooped and the cupcakes will most likely be a great success. (chocolate cupcakes with a peppermint frosting is both easy and very tasty!)

There will likely be many things to eat at the Christmas party, so don't be too obsessed with it. Some people who are dieting may abstain as well as some people who simply don't like sweets. Just bake enough for each person to have one, or multiply the total number of expected guests by 1.5 and go with that. Then, don't worry about it. Set your delicious cupcakes on the table and forget about it. When the cupcakes run out, they run out. You've done your part by bringing food for the Christmas party.
