Since the government is gearing up for another census, I couldn't find anything more current than 2008.
At the quickfacts link with the US census...

It states that as of 2008, the population of blacks living in the State of Vermont were 0.9% of the total population. Asian and Hispanic numbers are just barely above 1%.
After looking over the quick facts on the link, I'd say that as of 2008, Vermont has a predominantly white population.
