For a large turkey (which 21 lbs would be), you can usually use 15 minutes per pound for an unstuffed turkey in a standard (non-convection) oven as a guideline. Add 5-7 mins/lb for a stuffed turkey and you're at about 6.5 hours for yours.
I'd start checking for doneness (temperature in the thickest part of the turkey AND the stuffing at 160 degrees) about 30 minutes to an hour before the estimated completion time.
