How long can you watch TV in a day before it is considered excessive?
At what point in hours, would you considered it watching too much TV and why? 2, 4, 8 hours a day?

In a study on the effects of excessive TV watching and cardiovascular disease, more then three hours a day was the criteria.

If more than three hours a day is excessive, Americans are very nearly a nation made up entirely of excessive TV watchers, as the Bureau of Labor Statistics reports that the average American spends 2.77 hours per day watching television.

Personally, I would consider anything more that 2 hours per day to be excessive. In two hours you can watch the news and one or two programs. Considering all of the other things that need to be done each day, and the limited amount of time available, more than two hours seems almost certain to cut into time that is needed to accomplish other, higher priority tasks.
In addition, there may be literal health risks such as obesity, and even a shorter life. In a study in Australia recently, individuals who watched 4 or more hours per day were 46% more likely to die in the test period than those who watched 2 hours or less. THAT seems significant, if true.
