How is it that Guantanamo Bay is part of the United States and not part of Cuba?

The Cuban-American treaty of 1903 gave the U.S. a perpetual lease on Guantanamo Bay. The treaty was signed as part of the Platt amendment which stipulated the conditions for the withdrawal of United States troops remaining in Cuba since the Spanish-American War.

At the end of the day, it's not part of the US, and the treaty under which it is "leased" is a hangover from more colonial times, when big powers could do things like that.
