How is it that both Top Model and Survivor are both in Brazil and there is no crossover episode?

Simple.
They were filmed at different times. Top Model was filmed back in November (the girls had a Thanksgiving Dinner one night) and Survivor was filmed back in January (I think).
Producers can't bend the fabric of space and time. Also, why would they want to promote a show on a rival network? Not smart business.
